Final fit for the cooler.  Got to thinking about the cooler and using my test supply - reversed the polarity of the power feeding the cooler.  This will not cause damage to it - it's simply the way it all works - but I wanted to see if I did that would the cold side get colder faster.  Answer - yes.  So now the larger heatsink side is the cold side.
